Hint: Flying splices
Splicing MC cable in this manner is a violation of Sec. 300.15. Flying splices won’t cut it here! Those splices must be installed in a box or conduit body as specified in Sec. 300.15. Securing the MC cable to the exterior of the PVC conduit is a violation of Sec. 300.11 as well as Sec. 352.12(B). The lack of electrical continuity and mechanical connection of the MC cable jacket violates the requirements in Sec. 300.10. This lack of electrical continuity may also not provide an effective ground-fault current path as specified in Sections 250.4(A)(3), and (A)(5). The cover missing from the PVC conduit body is a violation of Sec. 314.25.
