Very good information. The use of a Ground Meggar Tester is not mention. The use of the ground meggar test set will clearly ensure that there is zero resistance or difference of potential at each ground bus bar.

You may wish to take a look at the Motorola R56 Standards and Guidelines for Communications Sites for another comprehensive grounding and seismic standard. It has been adopted by the DOI and all its subsidiary agencies.
I only mention it because you did not list it as a reference or resource and it is widely used at least in the land mobile radio world.
