The Joint Office of Energy and Transportation (Joint Office) announced a major update to its Public Electric Vehicle (EV) Charging Infrastructure Playbook with four new modules to assist with the planning and build out of zero-emission transportation systems.
The enhanced playbook now offers activities, videos, and resources on policies and incentives; regulations for zoning, codes, and permitting; procurement, ownership, and operation; and revenue and fee structures. The new modules complement existing information on planning, community engagement, site identification, deployment strategies, and charging costs and funding.
Playbook resources help communities, planning organizations, local and state governments, Tribal Nations, and other decision makers navigate important considerations when planning and deploying EV charging infrastructure. With the completion of four additional modules, users now have access to a robust set of resources curated by subject matter experts in EV charging infrastructure. The playbook offers guidance but is designed to be easily adapted to meet the unique needs of each community.
The playbook now consists of eight modules, including:

Module 1: Developing EV Infrastructure Plans
How to begin and work through the planning process for EV infrastructure. -
Module 2: Engagement
How to effectively engage community members and stakeholders around EV infrastructure plans in your community. -
Module 3: Deployment Strategies and Site Identification
How and where to deploy EV charging infrastructure. -
Module 4: Costs and Funding
How to determine potential costs of proposed EV charging infrastructure, as well as how to identify available funding sources. -
Module 5: Policies and Incentives
How state and local governments can facilitate adoption of EV-friendly regulations to streamline the approval process for EV charging infrastructure projects, as well as increase clarity and transparency for applicants. -
Module 6: Regulations for Zoning, Permitting, and Codes
How building codes, parking ordinances, and zoning ordinances can influence EV infrastructure planning. -
Module 7: Procurement, Ownership, and Operation
How to develop approaches to EV charging infrastructure ownership structures and procurement strategies. -
Module 8: Revenue and Fee Structures
Important considerations related to fees and revenue of both private and publicly owned EV chargers.
