The weatherproof box is damaged, the connection from pvc pipe to (Romex) is not connected properly. The receptacle has to be Gfci protected the cover also needs to flip around so rain can go around it. And finaly the connection from weatherproof box to pvc is damaged and will not protect the device from the outdoors elements

Looks pretty old, I would guess that there is a GFI somewhere up the line to protect the receptacle. Also the conduit, not even sure if there is wire still connected. I will not assume that there is, I imagine that it was something demoed, cut off at ground level and left to rot.
