Only thing i can see wrong , the G.E.C. from Phone Board Equipment needs to be properly connected to the grounding bar inside the meter equipment .
Can't see clearly if anything in front of meter equipment .

Telephone closets an electrical closets should be separate , unless there is special permission?!

1. Ground conductor to telephone equiment is not connected to the system ground, the cover screw is not to be used as a ground terminal and would disconnect the ground if the cover was to be removed for service.

2. The grounding conductor should be fastened to the structure. As is it could easily be accidentally disconnected or broken

According to the National Electric Code, the telephone service, cable TV, satellite, and other antenna grounds must be connected to the same ground point of the incoming electrical service to provide proper protection.
Also, the faulty grounding electrode conductor is run (twice) across a 25 pr. station cable.
