You should never allow the wiring method shown in this photo to be run on the ground surface. It's clearly a violation of NEC rules.

As per 350.12, liquidtight flexible metal conduit (LFMC) shall not be used where subject to physical damage and where any combination of ambient and conductor temperature produces an operating temperature greater than the material is approved.

As a side note, the NEC does allow you to direct bury LFMC when it's listed and marked for this use [350.10(3)].
