the strap used is not approved for grounding / wire used looks white

The conduit the (ground?) is strapped to is PVC. Strap is not designed for grounding purposes.

1. wrong grounding point
2. improper termination
3. wire not properly identified
4. if this is a total pvc water pipe system, this does not have to be grounded

I don't think anyone was trying to ground the PVC pipe so much as grounding an electrical system to it!
