Regarding the tree illustration: Sec. 410.36(g) permits outdoor luminaires to be supported by trees, but there is no clear indication in Sec. 406.9 (receptacles for wet locations) that such is also permitted for receptacles.

For illustration with pipe above panel, you mention "clear work space" in front of the panel, but Sec. 110.26(E) also requires "dedicated electrical space" the width of the panel and to 6 ft higher, or to the structural ceiling, whichever is less, prohibiting "foreign systems" (including sprinkler lines) unless the panel is protected from leaks, condensation or breakage of the foreign system.

For the flammable storage illustration, NFPA 30 hazard classification is based upon flammability, among other things. If the storage container has Class 1 flammable liquids (with flashpoint under 100degF, such as gasoline, rubbing alcohol, acetone), let alone flammable gases (propane, MAPP, butane), the entire room may be considered Class I, Div. 2, Zone 2 explosion hazard for NEC purposes. See NEC Sec. 500.5 for requirements of explosion proof, or other suitable protection of wiring methods.

Regarding my earlier statement about permitting the insulated pipe crossing above the panel and in the dedicated space did not consider the difference between pipes (and foreign systems and drip protection) within the dedicated space as opposed to ABOVE the dedicated space, (i.e., not within the dedicated space to the structural ceiling or within 6 ft above the panel, whichever is less). Sorry. But thanks for the exercise. This helps me frame my issues during fire inspections that include electrical code issues.
