A disconnect switch is missing.
See 2012 NEC 430.10 (A) General. "Enclosures for motor controllers and disconnecting means shall not be used as junction boxes, auxiliary gutters, or raceways for conductors feeding through or tapping off of the other apparatus unless designs are employed that provide adequate space for this purpose." It appears that one motor controller is fed through the other.
Number 1 you cannot assume that there is not disconnect. There is probably a disconnect mounted within code specs on the wall that the picture is not showing. Number 2, the motors are probably 30 amp 3 phase units so 3 #10 conductors would have not problem fitting in the starter enclosure to nipple between the two. But nice code reference. You could make the argument that the electrical equipment must be rated for wet areas, note the hole in the wall that sure looks like moisture has been coming thru there and if you go in a room and there is a mop, you should think about how much water is hanging around. Do not assume things that you cannot see.
