The water bottles are within the three foot clearance required in front of the panel. The electrical room should not be used for storage.

Well obviously you do not have the proper 36 inches of working space in front of the electrical panel per nec 110.26.

110.26 and 110.26(B) Working space required by this section shall not be used for storage.
