I agree with Russ that he illustrates an illegal condition, but am not sure from the video if the beam was there when the panel was installed. The beam looked fairly new and unrusted, it could have been added after to support the floor above. I sometimes take issue with the electrician being blamed for a poor installation, when the plumber or pipe-fitter adds an obstruction to the safe working area around a panel, after it was inspected.
