Hard to support when your 3 feet from the wall ! Looks like CATV-Telco to me. Also the Trans-S meter pan looks as new as the concrete grouting around the 2" conduit below the meter. More than likely the 3/4 PVC was there before the new service.

I do not think the conduit going in front of MS was there first. Because you never could have put the cover on the socket.
I do agree could be CATV or phone . No supports and conduit reducer.
