It appears that the panel box had been there for some time.
It also appears to be a brand new sprinkler pipe that you are referring to. It would need to be verified but the installation of the sprinkler pipe has caused the violation. How come this is never mentioned and really, who's at fault?

Regardless of who's at fault, it still constitutes an NEC violation. Perhaps the sprinkler fitter does not know the required clearances? This is a typical example of what happens in the field.....STOLEN WORK SPACES! It makes for a dangerous situation for the electrical worker.
