I don't think it was an electrician that did this. It must have been someone that thinks he/she is an electrician. But that is a disaster waiting to happen, if it didn't happen already!!!
Should had a 1900 box for splicing the cable with the proper connectors.
The installer was too lazy to route it into a proper grounding means.

The picture is not very justifiable because it doesn't show whether it is a 480V tap or not, or even a type of panel.
