When installing underground service conductors that are not encased in concrete and buried 18 in. or more below grade, you must place a yellow warning ribbon 12 in. above the underground installation. Note that this requirement applies only to service conductors.
The installation of warning ribbons above all underground conductors was once again proposed and commented on in the 2011 NEC cycle. However, no new requirements were approved by the Code-making panel members.
