Hint: This gives new meaning to the phrase “adjustable light fixture.”
The bottom line is recessed luminaires (fixtures) are not permitted to be installed in a pull-down stairwell. The requirements for installation can be found in Art. 410, Part XI [Special Provisions for Flush and Recessed Luminaires (Fixtures)]. As per 410.64, luminaires (fixtures) installed in recessed cavities in walls or ceilings shall comply with 410.65 through 410.72.
