The most obvious violation here is with 110.26, Spaces About Electrical Equipment. There's no way this installation permits ready and safe operation and maintenance of equipment. A lack of working space 110.26(A), clear space 110.26(B), and dedicated equipment space 110.26(F) can all be cited in this instance.
