Q.Is the required working space for a panel measured from the panel guts inside the panel or from the panel cover?

A.The working space is measured from the live parts, if those live parts are exposed after installation. If the live parts are enclosed when the installation is complete, as in the case of a panel, the working space is measured from the enclosure front (i.e., panel cover) [110.26(A)(1)].
