Percentage decline in housing starts in August, which equals an annual rate of 895,000 (the fewest since January 1991). Building permits, a sign of future construction, dropped 8.9% to an 854,000 pace. Construction of new single-family units fell nearly 2% in August to a 630,000 rate while work on multi-family units contracted by 15% to 265,000.
