Light Switch Voltage is Only 75VAC

The overhead light in the master bath closet of a 25 year old home stopped working. Measured the voltage in all the plug receptacles and other switches and found 120VAC. Voltage measured at the closet light switch was only 75VAC. I need some advice as to how to troubleshoot this issue.

I turned OFF then ON the breakers in the outdoor breaker box but nothing changed. Our power company had a break in the power line, which blacked out about two square miles of homes and commercial businesses. On three occasions the power company tried to turn the power back on but it did not come back until their fourth attempt over a period of 45 minutes.

Please disregard question. My error in measuring voltage across light switch and not switch supply wire to neutral or ground. Ballast in light fixture was bad. Replaced light fixture.
