A good practice in engeneering is to consider the pump systems for drain or flood water with the same specs of a Firepump, that is, no need of a overload protection, 600% or brakeshaft current, as overcurrent protection, the trayectory must be independent of another circuits, etc.
May be its time to consider as a standard.
This is a good article as far as it goes. How did the critical infrastructure for the police, fire departments and civic officials do? Has NYC or any of the cities in NJ designated any of their facilities as Critical Operations Power Systems (COPS) per NEC article 708? The answer may surprise you, as I seriously doubt there is any facilities in the whole area that have been designated COPS. Which tells you that NFPA can do very little about it, as NO ONE is using what already exists.
