Grounding for a ballistics handling facility requires a 6" diameter augerred hole 50'deep and filled with ground enhancement material around a 50' ground rod. Would it not be better to use a 4o copper conductor in the hole than a steel rod?

The same effect will be acheived. If you use a wire, the wire will need a heavy weight at the bottom to ensure it will move down the hole filled with slurry.
