Hint: Is this lock considered to be “permanently installed” on the circuit breaker that is used as a motor disconnecting means? Would this installation comply with the NEC?

The lampholder must be protected from accidental contact, or breakage and shall be provided with a guard per Section 527.4(F). The live parts of the lampholder are required to be guarded against accidental contact. See Section 110.27(A)(4). Temporary lighting shall be supported to be protected from physical damage, Section 527.4 (J).
