Very good information. The use of a Ground Meggar Tester is not mention. The use of the ground meggar test set will clearly ensure that there is zero resistance or difference of potential at each ground bus bar.

You may wish to take a look at the Motorola R56 Standards and Guidelines for Communications Sites for another comprehensive grounding and seismic standard. It has been adopted by the DOI and all its subsidiary agencies.
I only mention it because you did not list it as a reference or resource and it is widely used at least in the land mobile radio world.

There is mention of the appropriately sized bonding conductor from the TMGB and the GES (Grounding Electrode System)bus. I have taken exception to the practice of bonding the TMGB straight out the wall to a ground ring when a lightning protection system is present. The only systems that have lightning protection (LPS) is the network protector and building electrical service panel (maybe). That bond to the ring when air terminals are on the roof is likely to allow lightning to travel into the room and possibly damage or destroy the IT equipment, correct? Lightning strikes are not perfect. They have fingers that will get into everything.
